Skip permit: Plymouth City Council

If the skip sits on a public road in Plymouth, you need a skip permit from Plymouth City Council. You cannot put a skip on the pavement. A skip wholly on private land does not need a licence. Plymouth’s highways permits page (checked 4 September 2026) does not print a skip-licence fee – do not invent one from this guide.

Do not invent a Plymouth skip fee from this page – the council did not list one on the other highways permits page today. Ask the hire firm what they will charge you for the licence step. Skip bags and Hippo bags also need a licence in Plymouth.

Who applies

Plymouth’s page links an “Apply for a skip permit” form. It does not spell out householder-versus-company wording the way Devon and Torbay do. In practice, ask the hire firm to apply when you book – that matches the usual England pattern on GOV.UK.

A sensible order

  1. Can it sit wholly on the drive with no overhang? If yes, book that and skip the licence.
  2. If it has to go on the road, tell the hire firm at booking and ask them to apply via Plymouth’s form.
  3. Check their waste-carrier number – how to check a waste carrier licence.
  4. Size the job on the size guide.
