Permits
Skip permit: Southend-on-Sea City Council
If the skip sits on a public road in the Southend-on-Sea City Council area, you need a highway skip licence. On the council fees table checked 12 Sep 2026: £165 for occupation up to 21 calendar days. At least 10 working days’ notice. A skip wholly on private land you control does not need this licence.
Only skip companies registered with Southend-on-Sea City Council can request the licence. Tell the hire firm at booking. Do not put the skip on the pavement unless the licence allows it. Skips must not sit on the carriageway of a classified road.
When you need one
- Public road or highway in the Southend-on-Sea City Council area: yes.
- Wholly on a driveway or other private land you control: no. National rule on Do I need a skip permit?.
- Any encroachment onto the highway counts as on the highway.
The statutory hook is Highways Act 1980, section 139. National rule: Do I need a skip permit?.
Who applies
Southend publishes that only registered skip companies may request a skip licence (adequate public liability insurance and a registered waste carrier). That matches the usual England pattern – the skip company applies, not the householder.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, use a Southend-registered skip firm and give them at least 10 working days.
- Check their waste-carrier number – how to check a waste carrier licence.
- Size the job on the size guide.
