Skip permit: London Borough of Havering
If the skip sits on a public road in the London Borough of Havering area, you need a highway skip licence. On the council page checked 12 Sep 2026: new highway skip licence £162 for 14 days. apply online. A skip wholly on private land you control does not need this licence. Some London roads are TfL-controlled red routes – the borough page will not cover those.
You usually do not apply as a householder. Tell the hire firm at booking and give them the notice the council asks for. Do not put the skip on the pavement unless the licence allows it.
When you need one
- Public road or highway in the London Borough of Havering area: yes, via the borough (or City) licence process.
