Skip permit: Swansea Council
If the skip sits on a Swansea highway, you need a council skip permit. Swansea Council’s skip applications page (checked 11 September 2026 via the live council text last modified 1 April 2026) charges £60 for 28 days, needs at least 24 hours’ notice, and asks for public liability insurance of at least £5 million. A skip on private land does not need this permit.
Apply at least 24 hours before you place the skip. City-centre skips may need to be covered and locked; some highway placements need lighting and cones. The hire firm usually holds the insurance and applies.
When you need one
- Public highway in Swansea Council’s area: yes.
- Wholly on private land: no.
- Maximum of two skips per permit at any one time (council page).
- Shorter stays still pay the full 28-day charge.

Who applies
The skip operator applies online with payment and a copy of the current public liability certificate (£5 million minimum). Householders should ask the hire firm to handle it.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, tell the hire firm at booking. They apply. Give them at least 24 hours; more if the drop is in the city centre.
