Skip permit: Ceredigion Council

If the skip sits on a Ceredigion County Council public highway, the skip company must apply for a Section 139 skip licence. Ceredigion’s Streetworks page and Street Works Fees 2026/27 PDF (checked 11 September 2026) list £102.00, a maximum initial period of 28 days, and at least 10 days’ notice, with public liability of no less than £6 million. A skip wholly on private land you control does not need this licence.

Placing a skip on the highway without a licence is an offence. Retrospective / unauthorised skip licence: £170.00. Only one skip on the highway at a time unless exceptional circumstances.

Who applies

The skip company applies – not the householder or builder. Provide a copy of public liability insurance of no less than £6 million. Minimum 10 days’ notice.

A sensible order

  1. Can it sit wholly on the drive? If yes, book that and skip the licence.
  2. If it has to go on the road, tell the hire firm at booking. They apply. Give them at least 10 days and ask them to use Ceredigion’s Section 139 skip application.
