Permits
Skip permit: Pembrokeshire Council
If the skip sits on a Pembrokeshire public highway, the council’s street-works fees apply. Pembrokeshire’s fees and charges street-works page (checked 11 September 2026) lists £64.00 per month or part thereof for 2026–27. Notice is not printed as a fixed working-day count on that fees page – confirm it with the hire firm or street works when you book. A skip wholly on private land you control does not need a highway permit.
The £64.00 figure is the published street-works charge for 2026–27, not a hire quote. Ask the firm who applies and how much notice Pembrokeshire needs for your exact drop.
When you need one
- Public highway in Pembrokeshire: yes.
- Wholly on private land: no.
- Part-months still attract the published monthly charge.
The statutory hook is still Highways Act 1980, section 139. National rule: Do I need a skip permit?.
Who applies
In practice the skip operator applies. Confirm the current notice period when booking – it is not numbered as a fixed working-day count on the fees page we checked.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, tell the hire firm at booking. They apply. Confirm Pembrokeshire’s notice window when you book.
- Check their waste-carrier number – how to check a waste carrier licence.
- Size the job on the size guide.
