Skip permit: Glasgow City Council
If the skip sits on a Glasgow public road, footway, footpath or cyclepath, you need permission under the Roads (Scotland) Act 1984 – not the English Highways Act 1980. Glasgow City Council’s apply page (checked 11 September 2026) asks for at least 28 working days before you contact them, and you must pay before they will consider the application. Fees for 2026/27 are in the Book of Charges (Road Permits table).
Scotland uses the Roads (Scotland) Act 1984, section 85. Do not assume Highways Act 1980 rules or English fees apply. Glasgow publishes a fixed-penalty figure of £142 for skips deposited without permission or outside the conditions of permission.
When you need one
- Public road, footway, footpath or cyclepath in Glasgow: yes.
- Wholly on a driveway or other private land you control: no. National rule: Do I need a skip permit?.
- A skip permit covers a builder’s skip up to 1.8 m wide and 3.7 m long. Larger plant needs a road occupation permit instead.

Who applies
Glasgow’s apply page tells you to contact Roads (LESRSApermits@glasgow.gov.uk) and to allow 28 working days. It does not print a householder-only ban in the text we checked. In practice the hire firm usually applies – ask them at booking and give them the long notice period.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the permit.
- If it has to go on the road, tell the hire firm at booking. Give them at least 28 working days.
- Check their waste-carrier registration on SEPA – how to check a waste carrier licence.
