Skip hire in Scotland

First published 11 September 2026. Last checked 11 September 2026.

Scotland is not the Highways Act 1980. A builder’s skip on a public road needs written permission from the local roads authority under the Roads (Scotland) Act 1984, section 85. That is a different statute from England and Wales. This hub maps Scotland’s 32 councils as roads authorities. It is not a list of hire firms.

Skip Clerk does not invent provider rankings, phone numbers or “top skips in Scotland”. Check the carrier on SEPA Find authorisations (Waste Carrier Registration), then ask who will apply for the road permit.

Roads (Scotland) Act, not Highways Act 1980

In England and Wales the familiar hook is the Highways Act 1980, section 139. In Scotland, section 85 of the Roads (Scotland) Act 1984 says a builder’s skip must not be deposited on a road without the permission of the roads authority, and must be marked with the owner’s name and telephone number or address. Using a skip on a road without that permission is an offence. National overview: Do I need a skip permit?.

Who issues the road permit (32 councils)

Each Scottish local authority is its own roads authority for skips on its roads. Verified permit guides are linked where we have checked live fees. Where a permit page is not shipped yet, ask the hire firm which roads team covers your street – do not invent a fee from this table.

How to hire without a fake directory

  1. Decide the size from the job – What size skip do I need?.
  2. Name the roads authority for your street. Tell the hire firm you are under the Roads (Scotland) Act, not Highways Act 1980, and ask them to apply.
  3. Ask for the waste-carrier number and check it on SEPA – how to check a waste carrier licence.
  4. Keep plasterboard, electricals and sofas out of a mixed skip unless the operator says otherwise – what you cannot put in a skip.

Skip Clerk has no hire partners yet and no prices for skip hire on this page. Figures in the table are published council permit fees where we verified them, not hire quotes. When we add a booking link it will be marked as an affiliate link.
