Skip permit: Merthyr Tydfil Council

If the skip sits on a Merthyr Tydfil County Borough public highway (road, pavement or verge), only the skip/container company can apply for a builders’ skip permit. Merthyr Tydfil’s Builders Skips on the Highways page (checked 11 September 2026) charges £44 (non-refundable) for up to 14 calendar days, needs at least two working days’ processing, and requires £10 million public and employer liability plus a waste carrier licence. A skip wholly on private land you control does not need this permit.

Members of the public cannot apply. The £44 determination fee is non-refundable whether the permit is granted, refused or cancelled. Only one skip on site at a time except in exceptional circumstances.

Who applies

Only the owner of a skip/container company can apply. Send valid public and employer liability insurance for £10 million each and a waste carrier licence to Highways.CustomerCare@merthyr.gov.uk. Minimum process time: two working days. Online form on the council page.

A sensible order

  1. Can it sit wholly on the drive? If yes, book that and skip the licence.
  2. If it has to go on the road, tell the hire firm at booking. They apply. Give them at least two working days and ask them to use Merthyr Tydfil’s online skip permit form.
