Skip permit: Caerphilly Council
If the skip sits on a Caerphilly County Borough public road, pavement or verge, the skip operator applies for the highway skip licence. Caerphilly Council’s skip licence pages (checked 11 September 2026) list a fee of £28.39 and ask for at least two working days’ notice. A skip wholly on private land you control does not need this licence.
You do not apply as a householder. Ask the hire firm to apply to Caerphilly Council and confirm the £28.39 charge is still current on the day you book.
When you need one
- Public road, pavement or verge maintained by Caerphilly County Borough Council: yes.
- Wholly on a driveway or other private land you control: no.
- Any encroachment onto the highway counts as on the highway.

Who applies
The skip operator / hire company applies. Householders should not expect to buy the permit themselves. Allow at least two working days before placement.
