Permits
Skip permit: Na h-Eileanan Siar Council
If the skip sits on a Western Isles (Na h-Eileanan Siar) public road, you need written permission from Comhairle nan Eilean Siar under the Roads (Scotland) Act 1984, section 85 – not Highways Act 1980. The Municipal Services Charges 2026–27 PDF and cleansing fees pages we checked on 11 September 2026 list council skip hire delivery, uplift and standing charges – they do not print a separate Section 85 road-occupation permit pound figure. Do not invent a fee; ask the hire firm or the Comhairle roads service.
Do not quote the council’s skip-hire standing charge as if it were a Section 85 permit fee. Island ferry and single-track roads can constrain larger builders’ skips.
When you need one
- Public road, pavement or footway in this council area: yes – Roads (Scotland) Act 1984, section 85.
- Wholly on a driveway or other private land you control: no. National rule: Do I need a skip permit?.
The statutory hook is Roads (Scotland) Act 1984, section 85.
Who applies
Ask the hire firm who will lodge any roads-authority permission. General enquiries: enquiries@cne-siar.gov.uk. Contact Comhairle roads / streetlighting via the council’s published contacts if you need the live charge.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the permit.
- If it has to go on the road, tell the hire firm which roads authority covers your street and ask them to apply under the Roads (Scotland) Act 1984.
- Check their waste-carrier registration on SEPA – how to check a waste carrier licence.
- Size the job on the size guide.
Skip Clerk has no hire partners yet and no skip-hire prices on this page. No Na permit fee is quoted here because a printed pound figure was not on the public page we checked. When we add a booking link it will be marked as an affiliate link.
