Skip permit: Highland Council

If the skip sits on a Highland adopted road or footway, you need a builders’ skip permit from The Highland Council under the Roads (Scotland) Act 1984 – not Highways Act 1980. The permit-to-occupy page (checked 11 September 2026) publishes £122 for the first week and £61 per additional week. Guidance asks for at least 7 days’ notice. Charges are invoiced.

Public liability insurance of at least £5 million is required and must indemnify The Highland Council. Skips must not be larger than 5 m long × 2 m wide on this permit.

The statutory hook is Roads (Scotland) Act 1984, section 85.

Who applies

The equipment owner must hold the insurance. In practice the hire firm usually applies – ask them at booking and give them the seven-day lead.

A sensible order

  1. Can it sit wholly on the drive? If yes, book that and skip the permit.
  2. If it has to go on the road, tell the hire firm which roads authority covers your street and ask them to apply under the Roads (Scotland) Act 1984.
