Skip permit: Orkney Islands Council

First published 11 September 2026. Last checked 11 September 2026.

If the skip sits on an Orkney public road, footway, footpath or cycle path, you need permission from Orkney Islands Council under the Roads (Scotland) Act 1984 – not Highways Act 1980. The Road Services Permits schedule and the Charges Register 2026 to 2027 (checked 11 September 2026) publish £66.50 per week for a builder’s skip permit (form QF135a), and £66.50 for each subsequent week. Retrospective permit applications incur a 25% surcharge.

Island logistics matter – ferry and town-centre streets can constrain larger skips. Recheck the live charges PDF on the day you book.

When you need one

The statutory hook is Roads (Scotland) Act 1984, section 85.

Who applies

Apply with the QF135a builders’ skip form from the Road Permit Applications page. In practice the hire firm usually applies – ask them at booking. Development and Infrastructure: 01856 873535.

A sensible order

  1. Can it sit wholly on the drive? If yes, book that and skip the permit.
  2. If it has to go on the road, tell the hire firm which roads authority covers your street and ask them to apply under the Roads (Scotland) Act 1984.
  3. Check their waste-carrier registration on SEPA – how to check a waste carrier licence.
  4. Size the job on the size guide.
