Skip permit: West Lothian Council

If the skip sits on a West Lothian public road, you need a Section 85 permit from West Lothian Council under the Roads (Scotland) Act 1984 – not Highways Act 1980. The council’s S.85 page (checked 11 September 2026) publishes £109.21 for the permit and £25.88 per week for extensions. Applications are accepted from skip companies only.

Householders cannot apply. Tell the hire firm you are in West Lothian and that only skip companies may lodge the S.85 application.

A sensible order

  1. Can it sit wholly on the drive? If yes, book that and skip the permit.
  2. If it has to go on the road, tell the hire firm which roads authority covers your street and ask them to apply under the Roads (Scotland) Act 1984.
