Permits
Skip permit: Blaenau Gwent Council
If the skip sits on a Blaenau Gwent County Borough public road, pavement or verge, a highway skip licence is required. Blaenau Gwent’s Fees & Charges Register 2026/27 (checked 11 September 2026) lists the skip licence at £57.40 per week. Notice is not printed as a fixed working-day count on that register – confirm it with the hire firm or Neighbourhood Services when you book. A skip wholly on private land you control does not need this licence.
Budget the weekly fee even for a short stay. The same register lists a £157.70 charge for not obtaining the appropriate skip permit. Recheck the live register on the day you book – discretionary fees move with each financial year.
When you need one
- Public highway in Blaenau Gwent (road, pavement or verge): yes.
- Wholly on private land you control: no.
- Tell the hire firm which principal council applies – Blaenau Gwent borders Torfaen, Caerphilly and Monmouthshire.
The statutory hook is still Highways Act 1980, section 139. National rule: Do I need a skip permit?.
Who applies
In practice the skip operator applies. Blaenau Gwent does not publish a dedicated public skip-permit form on its licences landing page – ask the hire firm to use Neighbourhood Services / highways and to confirm notice and insurance when booking.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, tell the hire firm at booking. They apply. Ask them to budget Blaenau Gwent’s £57.40 weekly charge and to confirm notice with Neighbourhood Services.
- Check their waste-carrier number – how to check a waste carrier licence.
- Size the job on the size guide.
