Permits
Skip permit: Cardiff Council
If the skip sits on a Cardiff public road, pavement or verge, a registered skip trader applies for the licence. Cardiff Council’s fees and charges schedule for 2025/26 (checked 11 September 2026) lists a standard skip licence at £42.76 for 7 days or £85.51 for 28 days, with no proposed increase. A skip wholly on private land you control does not need this licence.
You do not apply as a householder. Cardiff requires skip traders to register before buying skip permits (MiPermit / council skip-permits process). Ask the hire firm to apply.
When you need one
- Public road, pavement or verge maintained by Cardiff Council: yes.
- Wholly on a driveway or other private land you control: no.
- Any encroachment onto the highway counts as on the highway.
- Pay-and-display bays can attract extra daily parking charges on top of the licence – ask the firm to check the bay.
The statutory hook is still Highways Act 1980, section 139. National rule: Do I need a skip permit?.
Who applies
Skip traders / hire companies apply after registering with Cardiff Council. Industry and council guidance point at least one working day’s notice before placement. Householders should not expect to buy the permit themselves.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, tell the hire firm at booking. They apply. Give them at least one working day.
- Check their waste-carrier number – how to check a waste carrier licence.
- Size the job on the size guide.
