Permits
Skip permit: Dumfries and Galloway Council
If the skip sits on a Dumfries and Galloway public road, you need a Section 85 builders’ skip permit from Dumfries and Galloway Council under the Roads (Scotland) Act 1984 – not Highways Act 1980. The fees page valid 1 April 2026 to 31 March 2027 (checked 11 September 2026) publishes £122.10 for builders’ skips. Applications need at least 10 working days’ notice (sometimes 28). If works have started without an advance application, the initial permissions charge is doubled.
Do not place first – a late application can cost double. Recheck the live fees page on the day you book.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the permit.
- If it has to go on the road, tell the hire firm which roads authority covers your street and ask them to apply under the Roads (Scotland) Act 1984.
- Check their waste-carrier registration on SEPA – how to check a waste carrier licence.
- Size the job on the size guide.
