Skip permit: Essex County Council
If the skip sits on an Essex Highways road, pavement or verge, a skip contractor applies for the licence. Essex Highways (checked 10 September 2026) needs at least ten working days, licences last two weeks, and the published application fee for 2026 is £111.66 (same for renewal). A skip wholly on private land you control does not need this licence.
You do not apply as a householder. Essex County Council only accepts skip-licence applications from licensed skip contractors with proof of £10 million public liability insurance. Private individuals cannot apply.
When you need one
- Public road, pavement or verge maintained by Essex Highways: yes.
- Wholly on a driveway or other private land you control: no. National rule: Do I need a skip permit?.
- Any encroachment onto the highway counts as on the highway.
- Southend-on-Sea and Thurrock are separate unitaries. Essex County Council does not process their skip licences – apply to those authorities instead.
The statutory hook is still Highways Act 1980, section 139.
Who applies
Only skip contractors may apply. Essex’s Q&A (checked 10 September 2026) says the council does not accept applications from private individuals. Proof of £10 million public liability insurance must be uploaded with the application. Apply online via Essex’s skip licence form (AchieveForms).

Recheck those sources on the day you book.

A sensible order
- Can it sit wholly on the drive? If yes, book that and skip the licence.
- If it has to go on the road, tell the hire firm at booking. They apply. Give them at least ten working days.
- Check their waste-carrier number – how to check a waste carrier licence.
- Size the job on the size guide. On an Essex Highways road the published maximum is a 6-yard skip.
